Black Forest Fire Protection Districtreview 1Oct 5, 2026
Black Forest Fire Protection District has no objection to the Raff Subdivision one-lot final plat as described in the Letter of Intent. This comment is limited to establishing the legal lot and does not constitute approval of the proposed residential addition, existing commercial stable, or other structures or uses. The proposed residential addition and any future development or change of use shall be submitted to the District for review of applicable fire access, firefighting water supply, and fire protection requirements.

Colorado Parks and Wildlife (CPW) appreciates the opportunity to comment. CPW is familiar with the project area and site. At this time CPW believes this project will have negligible if any effects to wildlife. Please contact District Wildlife Manager Demetria Wright at demetria.wright@state.co.us or 719-439-9601 with any questions. Thank you.
Colorado Geological Surveyreview 1Sep 28, 2026
The site does not contain steep slopes, is not undermined, and does not contain, nor is it exposed to, any geologic hazards that would preclude the existing and proposed residential use. Per Entech’s soils and geology study (Entech Engineering, August 7, 2026), the geologic conditions that will pose constraints on the site include artificial fill, potentially expansive soils, potential seasonal shallow groundwater, ponded water, and the potential for elevated radon levels. However, Entech’s soils and geology study did not include borings; therefore, the depth to groundwater and the presence of potentially expansive soils were not determined. Water was observed in the pond that is located in the center of the site. This pond is designated as a wetland area and, per Entech’s report, will be avoided by construction. CGS offers the following comments and recommendations. 1. As a condition of approval, the geologic hazards and mitigation measures discussed in Entech’s report should be included in the final plat. The final plat should also reference Entech's report. 2. Per the letter of intent (Land Development Consultants, Inc., August 7, 2026), an addition to the existing single-family residence is planned. Prior to the building permit application, a site-specific subsurface soil investigation consisting of drilling, sampling, lab testing, and analysis will be needed to characterize soil and bedrock engineering properties such as density, strength, water content, and swell/consolidation potential. These results will be required to evaluate potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock; determine depths to groundwater and bedrock; verify the feasibility of below grade levels, if planned; and provide earthwork, foundation, floor system, surface and subsurface drainage, and pavement recommendations for design purposes. 3. Entech states (page 6), “areas where high subsurface moisture conditions are anticipated periodically, a subsurface perimeter drain will be necessary to help prevent the intrusion of water into areas located below grade.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions. Pikes Peak Regional Building Departmentreview 1Sep 23, 2026
1. The vicinity map has an error, the street name to the east of Arroya Lane is Salbeck Ln not Sateck Ln. 2. No additional addresses needed; however, if the addition includes provisions to create a two-family dwelling (such as a stove with 220v or more) then unit numbers will need to be added to the plans, when submitted for permit. 3. Final Plat comments apply. a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Paid directly to the Enumerations Department. c. Pre-plat reviews must be reviewed in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. If you would like an in-person review, please make an appointment on our website, https://www.pprbd.org/Home/BookAppt d. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Please email the Enumerations staff member that reviewed your project. EPC DPW Stormwaterreview 1Sep 22, 2026
Review 1: EPC DPW Stormwater does not have comments on any of the submitted documents. Notes: 1) it appears that the vast majority (if not all) of the imperviousness and soil disturbances on this site occurred prior to 2008 (which is a cutoff date for the County requiring stormwater quality treatment facilities and/or stormwater permits). 2) no new development is proposed with this SF application.
