The United States Air Force Academy (USAFA) has received the Cathedral Rock Church Minor Final (SF2611) review request. Thank you for conducting an analysis on the building height in alignment with Code of Federal Regulation (CFR) title 14 part 77. The USAFA would like to request additional clarification of whether the FAA obstruction analysis included for both the proposed structure and any crane that may be used when construction begins. If an analysis was done by the FAA, we request that the county sends the results to the to our Community Planner Sabrina Untal at sabrina.untal.ctr@us.af.mil and 10ces.cenp.usafadevreviewgrp@us.af.mil. This can be the final review page or the aeronautical study review number. Please obtain a 300 year commitment letter from donala for the 2 lots. If Donala does not want to provide a 300 year commitment letter based on the presumptive use values in Chapter 8, Section 8.4.7 please request a waiver of the the 300 year rule in the letter of intent.
"• Any proposed subdivision with a preliminary plan approval by the BoCC prior to November 20, 1986, but still in the process of obtaining plat approval, shall be subject to the previously existing water supply regulations in this Code and any controlling State statutory requirements regarding subdivision water supplies. Notwithstanding the foregoing, a subdivision proposing a change in its source of water which would result in a substantial decrease in the quality, quantity or dependability of the water supply or a substantial increase in the annual water demand shall be subject to this Section. In no case shall a change from a renewable to non-renewable source provide less than a 300-year water supply;
(d)Presumptive Use Values. In the absence of data on water use to the contrary or other minimum values established as acceptable by the State Engineer, the following presumptive values will be used to calculate the annual water demand:
• Residential inside use 0.26 acre feet per year for single family residences and 0.20 acre feet per year for each occupancy unit in multiple family residences other than single family. A duplex contains 2 occupancy units, a triplex contains 3 occupancy units, etc.;
• Residential and commercial landscaping use 0.0566 acre feet per 1,000 square feet of landscaping;
• Commercial and industrial inside use 0.1 gallon per day for each square foot of developed space; and
• Miscellaneous irrigation (landscaping, golf courses, etc.) use 2.46 acre feet per acre per year.
(e)Calculation of Unusual Water Demands. Unusual water demands for residential projects, such as large swimming pools, lakes, large fountains, irrigation of golf courses, greenbelts and pasture land, shall be determined and calculated separately.

At your request (email dated May 27, 2026), the Colorado Geological Survey has reviewed the Cathedral Rock Church Minor Final Plat submittal. With this referral, we received the Geotechnical Report (Entech Engineering, November 13, 2024), Minor Final Plat, Letter of Intent, and supporting documents.
The submitted geotechnical report indicates that the site is underlain by native sands with localized clayey sand exhibiting moderate to high expansion potential. Groundwater was not encountered during the subsurface investigation. Entech recommends overexcavation and recompaction of loose soils, foundation support on prepared fill, drainage controls, and construction observation during earthwork and foundation construction.
CGS offers the following comment.
1. Based on the information submitted, CGS has no objection to approval of the Minor Final Plat. Future development on Lot 2 should be supported by site-specific geotechnical recommendations prepared for the final building footprint and incorporated into final design and construction.

1. Please add the following addresses to the plat as close to the named street as possible. Lot 1 = existing address 846 Struthers Ranch Rd, Lot 2 = 856 Struthers Ranch Rd and Tract A = 860 Struthers Ranch Rd.
2. General Final Plat comments apply. Plat fee will be $20.00 (846 is existing, fee for one lot and one tract.)
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Paid directly to the Enumerations Department.
c. Pre-plat reviews need to be conducted in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. Pursuant to Sections 8.4.7 (B)(3)(c)(v) and (e) of the Land Development Code, please add information to the Water Resources Report regarding Donala's total water supply (information is from over 10 years ago) and its current commitments to serve.
The commitment letter needs to commit to serving the entire subdivision - not just new lot. Once the above has been addressed, the County Attorney’s Office will review for water sufficiency following receipt of findings from the Colorado Division of Water Resources. Thank you.
