El Paso County Conservation Distreview 5Feb 13, 2026
The El Paso County Conservation District (EPCCD) has reviewed the proposed application and submits the following comments regarding natural resource protection, drainage, erosion control, and wildlife impacts. 1) Stormwater and Runoff Concerns The proposal indicates no modification to the existing catchment pond located on the southern parcel of the site. Given the use of these lots, the total acreage of the project, and the fact that the majority of this site will become impermeable surfaces (primarily parking lots), EPCCD is concerned that the existing facility may not have been designed to accommodate the additional runoff volumes associated with this size of development. This concern is heightened due to downstream impacts. The project drains into Smith Creek, which then connects to Fountain Creek. Due to this, we see this being a direct impact on numerous keystone community agencies: -The Fountain Creek Watershed District (FCWD) covers this and has expressed to us concerns that the Northern El Paso County portion of the watershed is dealing with significant increases in flooding and runoff quality issues due to the amount of development in this area. -The USAFA has made similar drainage concerns known related to this project. Given this area discharges almost immediately onto USAFA property, they will be immediately affected by any adverse runoff that this project may create. Increased discharge or degraded runoff quality could impact natural areas and wildlife habitat located there. -Lastly, we seek to protect known cultural sites such as the Western Museum of Mining & Industry, which is immediately across the road from this. Their property is along Smith Creek and is much lower in elevation, making them more vulnerable to flooding should additional discharge raise creek levels. This would put the museum and their historic structures at a higher flood risk than now. Recommendation: A) EPCCD strongly recommends that the applicant coordinate with EPC Stormwater and FCWD to reassess the capacity and design adequacy of the existing catchment pond. Any improvements recommended by these entities should be incorporated to ensure the project does not create downstream flooding, water quality degradation, or impacts to natural and cultural resources. 2) Erosion Control During Construction EPCCD appreciates the detail that went into this plan for their erosion control measures. We offer the following additional recommendations consistent with our soil conservation goals: A) The plan proposes straw or grass hay mulch at a rate of 2 tons per acre. Given the region’s arid climate and higher wind exposure, we recommend increasing application rates to at least 5,000 lbs per acre to improve soil stabilization. B) The plan specifies annual grass species adapted to the Denver metro area for temporary stabilization. Due to higher elevation and climatic differences across the Palmer Divide, EPCCD recommends using annual species adapted to an arid Zone 5A climate. Mulching should also be applied concurrently to improve germination and erosion control. C) For disturbed areas exceeding a 20:1 slope, anchored mulch should be required in addition to revegetation, applied at a minimum rate of 5,000 lbs per acre. 3) Lighting and Migratory Bird Considerations The scale of the proposed lighting seems typical for this type of development; however, cumulative light pollution is a growing concern along the Front Range migratory corridor as many bird species migrate at night. For this reason, our partners with the Audubon Rockies and the Bird Conservancy of the Rockies support dark sky initiatives and strongly recommend reducing unnecessary nighttime lighting to be reduced or eliminated during the months of peak migratory surge (typically May and September). Recommends: A) The applicant should implement an automatic lighting system that will either; reduce the number of outdoor lights that are on at night by at least 50% or dim all parking lot lighting by at least 50% lighting output of normal during nighttime hours. This will also help reduce any light pollution that affects immediately adjacent, residential neighborhoods. B) The plan calls for hail netting that will protect inventory, which we recognize is necessary in our hail prone environment. We would like assurance that these hail nets will not be an entanglement hazard to migratory or protected bird species. With these additions to the project plan, the El Paso County Conservation District would be content with the project and support the applicant’s commitment to protecting soil, watershed health, wildlife, and cultural resources, as well as ensuring long-term community safety.

As the proposed Northgate Auto Dealership project will eventually tie into the County’s Northgate/Struthers Permeant Water Quality Pond, USAFA has concerns about the timeline of the construction. If the construction of the pond lags too far behind the Auto Dealership there could temporarily be an excess amount of stormwater and sediment that flows down Northgate Blvd toward the Hotel/Visitor Center round-a-bout. Runoff toward our gate has been an issue in the past because the collection of sediment places a mitigation burden on the installation. USAFA has three requests listed below for the county and the applicant to consider. • USAFA requests the County consider working with the applicant to explore the possible impacts on not having the construction sync up between the dealership and the water quality pond and develop a course of action or plan accordingly. • USAFA requests information regarding the anticipated timeline for the pond’s completion. • USAFA seeks further clarification on the drainage path from Northgate into Smith Creek, and ultimately into Monument Creek.

Runoff toward our gate has been an issue in the past because the collection of sediment places a mitigation burden on the installation. USAFA recommends the applicant and county consider developing a contingency plan for dealing with this scenario.

Thank you for sending the United States Air Force Academy (USAFA) the review for Gleneagle View – Northgate Auto Dealership (File #: PPR2514). USAFA has questions about the adequacy of the drainage solution for this development. We would like to see calculation that the area set aside for the Extended Detention Basin (EDB) will be able to hold the amount of stormwater that will be generated from that area PLUS cumulative runoff from the existing developments until the EDB can connect to the County’s North Gate Detention Pond. Also, if that is the intent, the drainage report should also state that the outflow from the pond will ultimately be conveyed to the County’s Pond. Finally, we cannot clearly discern which creek the stormwater in the existing extended detention pond will transport to, and if the discharge will run along North Gate Boulevard. This has been an issue in the past since the runoff on North Gate runs westerly toward our gate and often carries a sediment load that then places a mitigation burden on us.

Due to volume and complexity of comments, a subsequent reviews may have additional comments and requested revisions. The Site Development Plan project cannot be approved until the final plat, SF2510 must be approved first. When submitting plans for the new auto dealership, please submit under 208 Gleneagle Gate View. The hail canopies should use 309 Gleneagle Gate Vw with letter designations. 2. The carwash building will be 204 Gleneagle Gate Vw. 3. Please contact Enumerations prior to plan submittal to receive addressing layout. This will be required when submitting plans for permit. 4. Will the equipment shed at 13502 Struthers Road be removed? 5. Irrigation address 122 North Gate Blvd is active FP Lot 1 to use existing tract address 309 Gleneage Gate Vw, Lot 2 to use existing tract address 208 Gleneagle Gate View. Lot 3 to use existing tract address 249 Gleneagle Gate Vw. Please add the address numbers (XXX) to the plat on the correct lot as close to the named street as possible. Standard Final Plat comments apply: 1. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. 2. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). All addresses are existing, no plat fee required. 3. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
