Review 2: EFPD - As is outlined in the Wildland Fire & Mitigation Plan + Water Supply Analysis, the fire district will not require a cistern for this subdivision as the water supply requirements can be effectively supported through mobile water operations supported by EFPD and its mutual aid partners. All future site and building construction shall be reviewed by EFPD and meet the Codes and Standards adopted by the District at the time of submittal, including the driveway and fire apparatus access design requirements outlined in the District's Driveway Design Manual. Colorado Geological Surveyreview 1May 8, 2025
The available referral documents include the Request for CGS review (Email, April 17, 2025), Final Plat (MVE, Inc., September 12, 2024), Letter of Intent (MVE, Inc., January 17, 2024), and Soil, Geology, and Geologic Hazard Study and OWTS Wastewater Study (Entech Engineering, Inc., November 2, 2022). The site does not contain any unusual geologic hazards or geotechnical constraints that preclude the proposed two-lot minor subdivision. As noted on page 5 of Entech’s report, “The engineering geologic constraints identified on this site include artificial fill, potentially expansive soils, and potentially seasonal shallow groundwater….”. Potentially unstable slopes are also identified in Entech’s report and included in Figure 6 in the southern portion of the site. The final plat indicates the steep drainage easements traversing the lots are “No Build and No Storage of Materials.” Entech also notes (page 5) that construction is not proposed within these steeply sloping drainage areas/easements. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. Provided Entech’s recommendations are strictly adhered to, CGS has no objection to approval of the minor subdivision as proposed. Regarding the Access and Maintenance Agreement, consider providing more clarity with respect to the maintenance of the shared driveway. Consider adding an example of how maintenance costs will be allocated, such as: "If one Lot Owner uses only 25% of the Shared Access to get to their driveway, and the other uses 100%, then they are equally responsible for the first 25% and the 2nd owner is 100% responsible for the remaining 75%)."
